Yes, you can apply for the work abroad program even if you don't speak the language. You should however not forget the official language for that country will be used to communicate with you after you arrive.

In general, you will be required to comply with the host company office hours, country employment laws and working days. This is usually Monday- Friday, 8hrs/ day but it might be more or less depending on the country you work in. Usually Saturdays and Sundays are off for all workers unless you are authorized to work overtime by the host company.
